96 jeep grand Cherokee no power to fuel pump

I have a 96 grand cherokee 4.0 automatic i bought it very cheap im not getting power to the fuel pump i have checked fuses and relays replaced the fuel pump and cps still no luck and when i tried to put my obd reader on it it does not connect it says to make sure the key is in on position and it is but it is not connecting i do have a messed up o2 sensor wires are broken i read it might be the iginition switch any help/advice would be greatly appreciated

Was it not running when you bought it? Not getting anything on the obd scan tool is a very ominous sign that usually means the pcm is either not connected or the unit itself is bad. Only other thing might be if there is no voltage on the system...do all the headlights etc and guages work?

It was not running when i bought it it was only 500 and motor has 30k on it i have the paperwork from the rebuild and i replaced the transmission which came with itThe lights and everything works Windows seats locks radio ect idk if fuel hand is supposed to move when u turn the switch on or not but mine doesn't move any
