Default 2004 Jeep Grand Cherokee Laredo V8 No Start help

Hi there I have a 2004 Jeep Cherokee Laredo V8 stock. It has a little over 183,000 miles on it. Since I've gotten the car this is all the work I've had done:
  • Inspection
  • Alignment
  • Upstream and Downstream 02 sensors B1S1 and B2S2
  • Steering Dampner
  • Drag link adjusting sleave
  • Right upper tire rod end
  • Starter
  • Battery

Services Recommended but not complete yet (was told it could wait, and probably should):
  • Oil Pan Gasket Replacement (Stated that it was seeping oil, not leaking and would need replacement in a few months)

Okay so now that that's out of the way, the problem...

I went to get an oil change the other day and they told me my battery tested low and should be changed, I came back the next day and had it replaced (MT-34. CCA 700, CA 875, RC 120)

A day after getting the battery changed my car won't start and is showing an EVAP code that is not yet stored in the computer system so I can't read it.

Some key things I noticed about my car before:
  • My MPG has dropped from 16 to 13
  • There was a loud vibration coming from the front right passenger side while idling
  • It took a few seconds to accelerate

I checked under the hood this morning to look at my evap system. I didn't see any leaks but I don't have a smoke machine. I did notice a few things that I am unfamiliar with but don't look normal. If anyone knows what these parts are that look worn or what my problem could be please let me know.

Thanks for reading and looking!

  • Photo #1: Looks like some type of frayed wire? was located to the right on the wall behind the coolant reservoir
  • Photo #2: A hose connected behind the engine on the left side. Completely covered in what looks like dust

Okay, you asked so here's my opinion. That's a lot of miles on a 4.7 and that rattling could be timing chains. These are critical on this engine since this is an interference engine and jumped chains result in bent valves and damaged pistons. They are good engines if properly maintained, but they do have their problems. Do some research then decide for yourself.
