1999 grand cherokee overheating

I just got a 99 gc, overheating. new water pump new therm, fan not coming on . Jumped it to battery fan good, checked other side getting 12 volts . thought it might be the plug nope i bypassed it still no go. maybe not enough amps to run fan?

Try replacing the fan relay. It's under the right headlight beneath the plastic panel. Like this:
