04 wj 4.0l fuel pump issue

04 wj 4.0l fuel pump issue
strange problem...
Wife drove to work and would not fire up for lunch break...
She stated the "trans temp" light eliminated....
The fuel pump is not priming up...
I tested voltage at the pump wire harness connector and I'm getting 13.25V so I suspected a bad pump....wrong b/c the both new and old pumps run when hot wired to battery
The issue I am having are amps so low that it will not even register on my volt meter...
I swapped both the asd and fuel pump relay with the same problem....they are operating like they should (engergizing and clicking with key on)
please help....

Old fart with a wrench
Is the fuel pump reading correctly? The pump and the fuel level sensor ground thru the same connector pin. Maybe you've lost a good ground.
