ill try have you ever taken off the stock fender flares? the other side of the bolts that hold that on hold a rubber inner fender that is held there aswll and with out the three fender bolts its kinda flappy

Yes leave that inner fender. It does provide some protection to the engine area. Just put zip ties thru the bolt holes to fasten it in. If your missing those plastic rivits then just go buy a pack at the auto parts store. I make a point to keep some handy so im not worried about opening stuff up.
