True in most cases. I had similar issue years back. Changed mine issue went away. Some times gotta think out side the box with repairs . Xjs have a odd shaped rad only reason I could think it affect cruissing . And clutch fans work with temp not rpm.

I guess maybe RPM was the wrong word, stopping and going is when the clutch fan does all the work, on the highway, it's not spinning as fast as the motor, if it does, you would hear it, it would be very loud and that means the clutch is no good. If he is overheating at highway speed, it is more than likely a flow problem in the radiator, like blockage. If it's a old radiator, they get sediment build up, some even get corrosion and rot from the inside out, causing flow restrictions.Years ago, my '92 had the same problem, put in a new radiator and the problem was gone.

I recently had a customer of mine with a Xterra having the same issues, kept overheating on the highway, I checked the radiator in different areas with a infrared temp gun and found the center of the radiator to be cooler then the rest of it, tried to flush it out and it still overheated. Replaced the radiator, problem gone.

So....I get home and BOOM!!!! Psssssshhhh white smoke! Radiator blew! And fan clutch is gone! I spinned it by hand and it kept spinning...
Total refresh Saturday...

Good thing you made it home before that happened.

Fan clutches can spin like that sometimes, should have a little resistance though, when cold, but when hot, they seem to spin pretty freely. Well, since your going to be in there, might as well just change both and call it done anyways, right! I would if it has high miles on it as they do wear out.
