Your NSS is a simple switch, as you know from cleaning it (twice). There's a lever with a spring-loaded brass contact that completes a circuit based on it's position. The circuits are as follows:
Park and Neutral = B and C, completes circuit to starter relay.
Reverse = A and E, completes circuit to reverse lights
3rd Gear = A and G, purpose unknown
1-2 Gear = A and H, purpose unknown
Since you're certain it's the NSS I would recommend disassembly and bench testing with a multimeter to confirm the circuits are being completed. If they aren't it can only be four things, 1) missing or inadequate springs in the armature contacts 2) varnish on the fixed contacts which can be remedied by lightly sanding them until they're shiny again 3) broken wires in the pigtail leading to the harness or 4) corrosion in the harness/pigtail coupler.

So you've confirmed the integrity of your brake lights, fuses, and harness wiring by jumping pins A and E on the harness at the NSS?

I found this on e-bay when I was thinking of replacing my switch on my 1994 Jeep Cherokee; but did not get a new one as mine was okay after cleaning
lowest price I could find $36.00

For this xj this will be the second new one just replaced it last year and its ruined from the elements. The first time i cleaned it it worked for 2 days went wheeling stop working. I was just looking for a alternative that was all and i didn't get one here so i bought a new one and ill modify that so it dont take on water and mud and fail like the rest

yeah there's really no alternative unfortunately. Open up the new one and smear everything with di-electric grease, and fill the sealing groove of the case with RTV or more dielectric grease
