to the PO, low mileage for a city vehicle can be same engine wear as a high mileage country vehicle, idling at traffic lights etc..bargaining reply to dealer?

Walk away. 2000 thats had a head gasket and water pump job? Pin is pulled.
@PatHenry. No worries man, people can swap clusters all they want. Mileage is stored in the computer, not the cluster.
