Default Wiper motor speed

I have a 1990 Cherokee. the wiper motor only seems to have one speed. when I click it over to the faster setting I do not see a difference. the intermittent function works it just seems it only has one speed. is this the wiper motor, the switch or something else.

I noticed the same thing yesterday, however my voltage was kind of low (due to my idle being around 500rpm) when I push the pedal a bit and got around 1000rpm, then there was a difference between low and high.

Clean the ground connections on the driver's side inner fender. Scrape the paint off underneath them.
