Can I access the pumps without taking the fender off?

You can remove the inner fender & it will come out.

what he's trying to say is yes, you can remove the plastic inner fender liner to access the washer bottle and pumps.

the pumps just press in and could easily be pulled out, but if you have fluid in the reservoir, it will drain out.
