Need to make sure you replace BOTH O2 sensors at the same time.

Alright I did some more extensive diagnostics. Ran the the scanner and it comes up as a p0171. And checked the voltage of the O2 sensors as it was running and there is 0 voltage for the bank 1 sensor 1. The one I just replaced. Lost but at least no more evap leak.

Replaced the relay still no voltage from the o2 sensor

Default solution

Final solution, I changed the second upstream O2 sensor and all the spark plugs. The first three were toast and the others looked fine. No more black smoke and o2 sensors finally showing voltage on the Snap On Solus. Still running a little rough at idle but definetly better. Next thing I'm going to try is just replacing the whole exhaust and vacuum lines. but I thought I'd close the thread with an answer just in case any users run across the same problem.

You're welcome man. Replacing just one O2 sensor with other bad ones can cook the new one in a hurry, so look into claiming warranty and getting that older one replaced, might be the problem with rough idle still. You can clean them with brake cleaner, too.
