When our XJ's were built they matched the EPA's fuel requirements as far as MPG quite well compared to others in its class.
A modified XJ as one with a good tune an aftermarket TB, new improved injectors, fan clutch, good tune-up and proper gears to match the tires. Even with a 4 1/2" lift/cargo rack/winch bumper/rear swing out tire carrier bumper and a heavy load in the cargo area can get decent MPG's.
Mine gets at the least 15-17 MPG combines driving with a 33" tire and 4.56 gear, I have never ran my re-grooved 35's on Bead Locks on the highway so can't say on those. Gears are what made the biggest difference in MPG's on my XJ than any other single thing.

96 stick shift with rack, lift and huge tires. My mpg was tolerable considering the afore-mentioned but then I purchased a performance chip for about $300.00 and now I run supreme gas and the mpg is noticeably better. I drive it like a granny on the hwy but in the city I like to double clutch and smooth speed shift it so with that in mind I can still see better gas mileage with that chip then without it!

I was getting 20-21mpg mixed driving, I once got 23 on a road trip, this was on 5" lift with 33x10.5, w/ 3.73's. other mods were neon injectors, and advanced ignition timing. Now that I've gone turbo I'm getting 16-17 mixed.

92 XJ 4.0 4X4 6.5 in lift, 35x12.50x15 M/T MTZ, Diamond E3 plugs, Accel Coil, 8.8 plug wires and i average between 14.8 and 15.2 MPG. That's with stock gears and with 287,000 on the clock.

Building a 2.9L stroker for my Comanche. (Wanted to try something different) but have yet to finish and see what the results are.
My truck likes Chevron, so maybe it is just a thing with the Renix engine and the 76 blend. It is noticeable with the way it runs, power and response too.

So I filled up at Chevron on Saturday and took a trip down the Redwood Hwy and up the 101 a bit. 400+ mile round trip and same stretch of road and driving style both directions. Got 17mpg on Chevron gas, then filled up at a 76 for the trip back and got 21mpg.
My truck likes Chevron, so maybe it is just a thing with the Renix engine and the 76 blend. It is noticeable with the way it runs, power and response too.

4.0 AW4, 3.5" lift 31/10.5/15 MT's, Bumpers front and rear. roof rack, tire on top. Airaid intake, Stock exhaust, 62mm TB. I get 13-15 hand calculated highway driving like a grandma to Church at 65 mph.

My '99 with 4.0 and automatic is getting between 15 and 16 mpg average in suburban driving, which seems about right for one of these. Granny-type driving might bring it closer to 18 mpg or so. (It's about the same as my old AMC Eagle wagon but the XJ has a lot more power.)
