Looks like someone patched a fuel line? Does it go back to the gas tank on the other end from the motor?

Where does the other end go? Do you have a charcoal canister in front of the gas tank?

That's the emissions line from the Leak Detection Pump to the EVAP charcoal canister. Still there even though you may not have a LDP.

so I only have a LDP is it's a California compliance car?

No, depends on the year, I believe they started using LDP in 97 and up
If you look on the rad support or on the hood, there should be a federal label that also has a complete vacuum and evap line diagram so you can see what goes where
