What would cause SLOW gas fill up?

Engine: 4.0L H.O.
If I fill my 94 xj up even with the nozzle pulled out some and on the slow setting I still hear it gurgle up the filler hose several times like it would if it were full. If I stop there I have between 3/4 and 7/8 tank, but if I sit there for five to ten mins more I can trickle about 3 more gallons in and then the gauge will read full. Any idea what to do with that? Would removing the check ball help or hurt anything?

In my case the coil that holds the ball had partially slipped out. When I drove it back it in alignment with the ball, the filling problem disappeared. I guess it slips out by itself or somebody tried to syphon fuel out and displaced it. Interestingly, Jeep's own service manual tells you to insert a hose through the filler stub to drain the tank for service...
