It is the back pressure line that would go to a back pressure transducer for the egr valve, mine has it yours may not, check you emissions sticker and see if yours is suppose to have it,it goes not look like it.
Well air pumps out of it very strongly and it has a piece of broken hose on it. I was hoping it had something to do with the high revs and burning smell when warm or the no power brakes.
Thanks for the reply Abovetimberline

Here is what mine is hooked up to. It appears to be some sort of vac line for the brakes...maybe has something to do with your brake issues?

Sorry about that,I was looking at the one below it,that plug is for the brake bosster on mine,it should not have any air coming out or sucking in,again sorry about that.
Heh, I was looking at the wrong thing...abovetimberline is correct - that's a vac line for you EGR transducer...the circular thing in the lower left corner of this pic.

I believe that there should be a vac line on the port directly above the EGR valve though (as there is in this pic). Looks like there's a cover on it or something on yours? You might want to check that out.

Thanks for the replies guys. What a mess this Jeep is. I was talking about the small vac line below that's broken off but now I see the bigger one above that's plugged. There is another vac line on the battery side that is plugged with a golf tee..ha

On that side the vacuum starts at the intake and goes to the resevoir in the bumper, then to the xfercase to front axle if you have a vacuum operated diif, and then to the cruise control, then it goes through the firewall to the climate controller vacuum switch, from there it goes back out to the heater control valve, and vacuum actuators behind dash.
Well if no one knows where to find a vac line diagram or pictures of a engine bay with this braking system, can someone with a haynes manual tell me if it's in there? Couldn't find a local place that has one in stock....ha not a good sign
