What just fell off....
I have considered painting a sign on the back of my trailer, "Keep Back 100 Feet. Random Parts May Fall Off."
I didn't think I needed one for my Jeep!
I just replaced my front shocks and took it out for a test spin. When I got to the main highway, I floored it, and heard a clunkety clunk and the sound of something hitting the pavement. I looked in the rear view and saw a small object bouncing along the pavement. I went back to get it and found this:
It does not look like it was attached. I think it was just laying somewhere and fell off.
It looks to me like a bushing sleeve. From what, I haven't a clue. Maybe a spring bushing? I had that happen on one of my Chevy trucks. Somebody must have dropped a spark plug and it got lodged in the frame because that's what fell out.
I do believe that is the rare front end thinglemabob that connects the thingle to the bob. But seriously, best to get a bright light and go through the Jeep looking for anything that doesn't look right. As rusted as that part is, I would be surprised if it was connected to your Jeep in the first place.
With all the crap littering the roadways it is very possible it was something you simply ran over. Is there anything as rusted as that on your vehicle? If not, then i doubt it was from yours. Clean it up and toss it into the toolbox, or toss into the toolbox as is. I am sure there are plenty of uses for it.

I'm about 95% sure it's not something I ran over. The rust is too pristine to have been ground into the pavement by my tire.
I think it was probably just laying on some part of the Jeep and fell off when I floored it. Probably got disturbed by the shock replacement operation.
But I have to agree some noggin' pokin' with a flashlight is a good idea.
I found a thing like that covering the threads on one of the bolts on the valve cover. Just sitting there. Don't think I noticed it before your thread.

Hmmm. Where would that fit? It was just the fronts that I replaced. I didn't see anything like that in the shock setup. Standard bar pins on the lower end, shaft through the upper mount. Nothing like a tube....
