VACUUM LEAK
That looks like the cruise control unit. Does the cruise work?
Seems to me the hard plastic vacuum line shrinks over the years and either breaks or pulls the hose off the nipple on the vacuum ball behind the bumper on the pass. side.
Dead giveaway is the heat/ac doing strange things and the cruise not working.
FYI, when I had this problem on my (new to me) '01 xj I got 24mpg. As soon as I fixed the vacuum line my heat and cruise worked but my mileage dropped to 19mpg. Maybe I should put-in a valve to allow the air to leak in so I could get better mileage when I want it, lol
Good Luck To You

not sure. I was told by the guy I purchased it from that the air would only blow out of the defrost vents and it needs a blower switch to fix it. He said he had a mechanic tell him that and he would need to remove the dash.

ill replace that line soon when I make it to that section of my jeep. Right now I am working on cleaning up the whole floor from ripping out the carpet and getting rid of rust etc.
