It is a solenoid (like a big relay). Added by a previous owner (not factory). Sometimes used for winches, or other components that will draw a large amount of amperage.

It's not. Maybe for a plow pump or winch. What I find amusing is the circuit breakers on BOTH sides of the solenoid. Anyhow, it's for a momentary heavy amperage draw for something.
