It's the front axle dust shield. It goes on the axle shaft where it enters the axle tube/housing, just inboard of the u-joints. It keeps dust/dirt from entering the axle tube.

Those are axle tube dust shields. They go on the front axles and help keep boulders out of the axle tubes.
You can get them or better versions from any 4wd parts catalog.
