Default Volt Gauge

I noticed the Volt gauge in my jeep has been fluctuating alot recently. It goes down to 9, then back to the other extreme, then it might sit in the normal area around 12 or 13. I thought it was just the gauge. I checked and cleaned the the terminals, batt cables, everything like that. But tonight on my way home, the radio was coming in and out, the headlights were coming going on and off, the dash light was dim. So what could be the issue?

I would have the alt tested then... What's the voltage while running with a volt meter on the battery terminals?

its the battery or a bad voltage regulator in your alternator

I tested the alternator with the bat hooked up I was getting like 5 volts, then 0 volts, then like 9 volts. I think I'm just gonna replace the alternator today

With it running, it should show between 13-14 volts on the bat terminals.

"So what could be the issue?"

I would check for corrosion on electrical connectors first. Then yank the alternator and get it tested.
