Vacuum help please

'00 XJ without factory cruise control. Installed used steering wheel cruise switches with correct part numbers for a '00, new clockspring, used cruise servo and vacuum reservoir (both held 15 inches of vacuum). New vacuum hose and tees from manifold to reservoir. Attached OEM existing wiring connector to plug into servo. Vacuum port on manifold pulled steady 13 inches with engine running.
On test drive, dash cruise light turns off/on, but no other cruise functions work. Dash air vents worked for first time since purchased, then went back to defrost only when tried different air settings.
Back in garage, pulled 15 inches of vacuum at manifold end of new hose, but lost 2 inches in 2 minutes. Capped vacuum line tee at small vacuum hose that works blend doors; pulled 15 inches and lost 1 inch in 8 minutes, so assume no disabling leaks.
I am guessing I need to replace small vacuum hose to get blend doors working, but I am at a loss as to how to get cruise working. No cruise functions worked with small vacuum hose tee capped. Any suggestions? Thanks!

Doesn't anyone have any guidance for me on this? I'm going to install a new brake light switch and 2 vacuum check valves to see if these fix it. Any more suggestions will be greatly appreciated. Thank you!

Thanks for replying!! At least I know my posts are being seen.
Update: All defrost/dash/floor vents are now selectable with new check valve installed. No cruise still. Hopefully new brake light switch will solve CC issue.

Great!! My own experience says XJ HVAC are very sensitive to vacuum. Do you have the FSM? Cruiser54 has it on his website. https://cruiser54.com/?page_id=365
