What part is this and is it bed that the little plastic hose is broken.

Looks like a vacuum line, possibly for cruise control since my 96 doesn't have it. Does your cruise work?

It is the vacuum line for the cruise control.
Not only do I have to assume that is not working properly but wondering if the heater is too.
The blend door and whatnot.
Cause it is loosing vacuum there for the whole system.
I think. LOL.
Anyway get a small piece of hose in the appropriate diameter and splice it together.

Yes, with that vacuum pipe broken, you lose all vacuum for the heater control mode switch which sends air to different outlets. Without vacuum, it's default position is defrost.

An easy fix is to use heat shrink tubing.
