Top one goes to your egr valve and the bottom one goes to your heater control valve.

can a nonfuctioning egr cause a low idle?

If it is partialy open it can,if it open to much it will cause it to die. That vacuum line goes to the transducer,looks like a little saucer,if yours does not have it it goes to the egr valve. you should be able to hook up a vacuum source to your egr and cause the engine to stumble or die.
Low idle can also be caused by your iac,low fuel pressure.
There is a diagram under the hood that shows where your vacuum lines go,emissions sticker.

iac,tps have already been replaced today, i sprayed the intake with brake cleaner and it made it stumble so there ya go

Run vacuum to your egr from your engine while it is running and see if it stumbles,that is how you test your egr. You spray anything in your intake and it will react,depends on what it is,that is not a test.

No i meant i sprayed around the intake where it mounts to the head at the gaskets

Sounds like you have an intake gasket to replace.

Not sure how far you are along but I found it alot easier to pull the power steering pump and remove the heat shield,it is not to bad after that.
