used hitch, no mounting hardware

So I am looking at buying a used hitch from this guy, but when i asked if he still had the hardware for it he said no, but its only 4 bolts anyways. Looking at the installation instructions on amazon though it looks like its possibly all 6, and all the rectangular blocks to hold the heads of the carriage bolts. I don't plan on towing, just using it to hold a little hitch mounted cargo rack thing. Would just using 4 bolts as per his suggestion be fine, or should i look for a complete hitch and hardware kit? (I also read on naxja that Uhaul sells just the hardware kit, but have not been able to confirm since its late at night) By the way, its a draw-tite 75054.

So thats what a nutstrip is? I had seen the term, but wasnt sure what it was talking about. I would need it by this weekend, so im thinking i don't have enough time to get that shipped. On the other hand though, i do have a welder. Could i just take a strip of metal, mark the holes, drill them out, then tack on some nuts to it to make my own? Seems pretty easy and much cheaper to make.

JCR may be able to get it to you in time, though, shipping I found to be fast and they keep them in stock.

Well, I got it handled. I was talking with my dad about my different options, and he didnt like the idea of not having a correct way of mounting it, either nutstrip or the hardware that comes with the hitch. So he made me a deal, I redo the baseboard for him in the house i'm renting from him, and he would pay for a hitch. Sounded good to me. So after that it was a trip to uhaul to pick up a new one. Minor trouble installing it due to the stock nutstrip on the passenger side not being perfectly straight, but otherwise pretty easy.
Now to start working on measuring out about a couple hundred feet of baseboards.
