Turn Signal Not Flashing

One of the two front turn signal light bulbs on the passenger side was not working causing the turn signal to blink fast. Thinking it was just a bulb, I pulled it and replaced it. Still nothing but noticed when I moved the harness around it would come on. So I disconnected the plug and noticed a little corrosion on the terminals and cleaned them as best I could and the light worked. While I was there I figured I should just to the other bulb in that housing and did the same thing. Now both bulbs work when the running lights are on but nothing when I use the turn signal or hazard lights. Also, when eh running lights are on and I use the turn signal or hazards the bulbs both just stay lit without flashing.
I am assuming it is an issue still with the three terminals in the plug. Does anyone know which terminal I should really look at that causes the bulb to flash vs stay illuminated?
