Plasma cutter would be complete overkill. You could use a sawzall, cut-off wheel, airsaw or something of that sorts. It's very thin metal and there's no need to break out the big guns. As for how much, it's up to you. I just followed the body line in the fenders right above the mounting holes and it came out good. I finished it off by adding some door edge molding to make it look cleaner and cover up the sharp edge.

 

x2 i used vacuum tubing cut down the center though looks good =]
