Transmission won't shift out of 1st until 35mph

AW4 transmission - A drug addict installed my new engine, he messed up some stuff and this is probably one of his mistakes (e.g. my transfer case inspection plate is just missing...-_-...). Also, it's been like 6 years since it's driven, but never had trouble with the transmission since I got it from a donor '95 XJ with about 70K miles, it's still well under 100k. I don't have a tachometer (SE model) but I have to get it up to 35mph (sounds like near max RPM) before it shifts for the first time. I don't dare go higher than that since my old worn tires are wobbling at 40-45mph.
I tested the Throttle Position Sensor (TPS) and it's getting about 0.4 - 4.8v like it should as the throttle moves from start to max.
I adjusted the Transmission Valve cable (TV aka kickdown cable) and it seems fine.
Fluid is full and I added about 1/3 bottle of Lucas transmission fix but no change.
I tested the Throttle Position Sensor (TPS) and it's getting about 0.4 - 4.8v like it should as the throttle moves from start to max.

I couldn't figure out which wire loom it was engine-side, but I visually checked everything and it all looked fine. Any idea how to end-to-end test the wires, like where they terminate engine side?

Check these plugs and make sure the grounds are present at the engine dipstick stud.CRUISER'S MOSTLY RENIX TIPS

Over near the transmission dipstick tube are 2 rather large connectors. One is black and goes to the NSS and the gray connector goes to the transmission itself

. These 2 connectors carry all the info between TPS, TCU, NSS, speed sensor, and transmission solenoids.
Unplug each one, visually inspect for corrosion or bent pins, spray them out with electrical contact cleaner and plug them back in.
Additionally, if your Jeep is an ’87 to ’90 Renix, it’s always a good idea to reach up under the glovebox area and unplug the connector to the TCU and spray it out along with the receptacle of the TCU. While you’re there, find the fuse right in that area for the TCU. Remove it and spray out it’s receptacle and clean any corrosion from the fuse.
