I believe the trans is mechanical, but you don't state the year. "Could" be vacuum related?

If you could provide pictures of your vacuums that would be awesome. Or any vacuum knowledge that you have

Vacuum has no involvement in the AW4 trans.

Shift lever and NSS.

Is the transfer case in neutral by chance?

If anything i would believe it could possibly be in 4 hi because if i try to shift it down to 4lo it will not. It only goes as far back as the neutral position on the selector.

So you're absolutely positive it's not in neutral then?

Your transfer case shifter is out of whack I'm suspecting.

Transfer Case Linkage Adjustment
Straight from the FSM:

SHIFT LINKAGE ADJUSTMENT
(1) Shift transfer case into 4L position. (make sure your shifter is fully in the 4L position)
(2) Raise vehicle.
(3) Loosen lock bolt on adjusting trunnion (Fig.
87).
(4) Be sure linkage rod slides freely in trunnion.
Clean rod and apply spray lube if necessary.
(5) Verify that transfer case range lever is fully
engaged in 4L position. (you can do this under the vehicle at the transfer case)
(6) Tighten adjusting trunnion lock bolt.
(7) Lower vehicle

With the front drive shaft out and the tcase lever in the two wheel drive position the yoke on the front of the tcase spins freely when put into the 4h position the yoke locks. Then when put into neutral spins freely again. But the lever still will not go into the 4l position

If i cant get the tcase into 4l im not sure how to go about adjusting the trunnion.

Well, you're on the right track. 4H should get the Jeep to move just fine without a front driveshaft installed.

I would disconnect that linkage and move the transfer case linkage by hand till you find a 4WD position in the case.
