Toe in or out?

Toe in or out?
90 Jeep Cherokee 4x4 4.0 liter wanders all over the road. I checked everything under the front end and everything was tight except the tie rod end at the pitman arm. Changed it. Had some slack in the sterring gear and adjusted it today and it is much better but I would like it more better. lol
IF I hold the steering wheel steady going down the road every little dip in the road makes the jeep jerk that way. I did a toe in/out job with a tape measure and I think I have about 1/8th in toe in but can't be real sure.
Will too much toe OUT make the truck jerk and dive at every little dip in the road? It does not self center itself after a turn either.

Track Bar could be the cause of the bump steer. and as far as the alignment just take it to a shop most will do a quick check tell you what's wrong then you either correct or most places only charge like 40 bucks for an alignment..

No lift but running some 235-15's on it. They are almost worn out but the best I had at the time. I am disabled and trying to not spend any money I don't have to. Bump steer? Does that mean hit a pop hole of hard bump and the wheel jumps or just a dip in the road and feel the truck kind of jerk that way? The track bar at the frame was loose but I fixed that. Track bar down on the right side is tight. I had somebody move the steering wheel while I watched every joint and I could not see or FEEL any movement on any suspension joints. That is what has me thinking it is just an alignment problem. Once I tightened up the steering box a 1/4 turn it was a lot better but I am trying to get this Jeep good enough for my daughter to take to Appalachian this winter for college.
