Default Sway bar bracket - what would you do?

So I had a banging sound in my front suspension somewhere and went to replace the sway bar bracket bushings just a few minutes ago. It was about a 15 min job, EXCEPT that one of the weld nuts broke loose on one of the driver's side bolts (top bolt in picture). That bolt is just dangling loose but of course is attached to the weld nut and ain't coming off. The bolt on the front side of the bracket is tight and actually feels like it has a pretty good hold on the whole thing. Drives down the road fine and did get rid of the banging What would you do, just forget it and drive it or fix it and how?

Cut the bolt and replace the nut and bolt.

I could cut the bolt, but the nut is inside the "frame" rail, so no access...

x2..........
I would cut the bolt, replace the bolt and nut, use a lock washer and loctite.
With anything suspension related, you don't want anything to get loose.
Murphy's Law dictates that whenever something can go wrong, IT WILL...and at the WORST possible time.
Good luck!

You guys sure about the opening in the front of the frame rail? I was looking behind my bumper and didn't see an opening?

Looking for another way to fix this anyway. I know, I'm lazy and don't want to take off my shackle mounts and bumper. Is there a type of self threading bolt that would hold it to the frame rail good enough?
