Sucking noise sort of whistle through intake

I have a a 1989 jeep cherokee with the inline 6 and it has a noise coming from the cold air intake almost a whistle or sucking noise what could cause this? It is fairley loud you hear it over the engine or along with it i should say

Do you get this at idle or very light throttle only? How about half to full throttle? My guess is it's just the sound of air getting sucked through a mostly closed throttle. Going to a cold air intake makes it more obvious since you get less muffling than the factory airbox.

This is obvious at idle when on start up and every once in a while i get a spudder or misfire under heavy loads like into high winds or if i gas it all the way it may or may not realated no clue to be honest.
