Default Strange bolts under the hood

There two bolts either side of the radiator, one has a strange bracket attached to it. All four bolts are loose, and I have no idea what they're for. Any help would be greatly appreciated! Should I tighten them? Or can I just remove them? What are they for?

Uh, Yes. Thes secure the top radiator support to the body.

Did you just buy this XJ or did you forget to finish a radiator change?

Thank you for the quick reply.
I just bought it. I'm in the process of cleaning it up and doing a light restore on it. Fixing various things that were done poorly. Do you have any idea what the loose flopping metal bracket was for? And now I'll head out to the garage and tighten up those bolts.

That other bracket is a battery hold down. It's backwards.

Looks like you're missing some fender hardware. Guess it was hit in the front judging by the paint job.

Thank you, that's a big help. Now I understand these bits and pieces. What Fender Hardware are you talking about? I don't believe it's been an accident, everything else looks clean.

Perhaps it's the lighting but the paint in the area in green looks like overspray. The spot in red show a missing fastener (same on the other side).

The "hit" was only a guess. Could have been just a radiator change and a touch up paint job.
