are your 30's rubbing now?
are your 30's street tread or mud?
are you getting 31's in street tread or mud?
To answer you ?... yes it will most likly rub. you might be able to get away with cutting the plastic inner fender liner out. i would do that before i cut any metal.
Now if you are doing any off-road the 31's will def rub upon articulation. but for dd you might be good. it depends on where you fall into on the things i mentioned above.
i have 235 duratracs on 15x8 soft 8's with 4" of back spacing and i rub when i turn tight. they are 29". when i had the stock steelies on i never rubbed.

my 30s dont rub now. they are all terrains. i was looking at getting 31 all terrains but i dont do any serious off roading. i might just stick with the 30s then.

Member OEJ brings up some good questions/points to look at.
If your rubbing now or getting aggressive tread then yeah you'll probably rub. But since you say your not, then it may work for you.
Stock lift is "supposed" to be 17", front and back, from center of wheel to bottom of fender, at least that's my understanding, and measurements that I've taken on 4 xjs; 86, 87, 87, 96 models (within the last year).
So, if your sitting at that or better than we can move forward. If not then you need to address that first.
Now a 2" boost will be more than fine with 235s, but again if your leafs are flat or have negative arch, AAL or shackles won't help at this point, first way to fix that is get "new" leaf packs (new can be new to you or bastard packs).
I'm using a 2" bb and was running BFG All Ter's 235/75 on 15x7 stock rims, for about a year, Never had any problems.
But now I'm at 2" and running Mich X Radial M/S(Mud/Snow) 31x10.5 on stock rims (just kinda sucks I cant air down as much without fear of breaking a bead) but am also in process of trying to upgrading to 3.5" - 4.5" lift and 15x8s.
I have not cut any fenders and I only rub when trying to make U-Turns or turns that require full lock and when going over big bumps. I can live with that until I get my new lift installed, as I dont make many hard turns or u-turns with what i do, very often.
I cant answer about 31s on stock tires and stock lift but if they rub w/a 2" lift then im sure they will rub a heck of a lot more on stock. Unless you dont mind fender trimming than Im sure you can get away with it.
Now this is hear say, but from what I hear, alot of guys have run/are running 31s on stock everything, w/o issues. But, if i remember right, every last one of them did have to do fender trimming to make it work.
Also, one more thing to look at, if your going up to a larger tire size, i.e 31s, might want to look into upgrading your r&p set to something better than stock 3.07 or w/e you may have. Unless your sitting at 3.55 or better.
Look into it and you'll understand why.

Thanks for the good info. I think im gonna tough it out and go with the 3" Rustys lift or the RC lift with leaf packs. I dont really understand the bastard pack deal but im assuming its just taking leafs off another vehicle. My leafs are as flat as the can get and will probobly go negative soon. I was under there yesterday and i def need new leafs,shocks and springs. I just got to save up the money. Right now the top of the list for the jeep is suspension,tires,exhaust. my exhaust is about to fall off but that is not on the very top right now.
