Steering wheel locked? But key WILL turn/start, help!

How hard is it to replace a 97+ column? If I cant find the column issue would it be worth it to spend the 50 bucks on a used one at a junk yard and swap it in if its easy and avoid the $95 an hr rate at a shop?
