I.E., you set the toe, then you center the steering wheel.

on vehicles with rack & pinion steering, then the steering wheel is centered by adjusting toe; at both individual tie rods.
I.E., you center the steering wheel, then you set the toe.
Technically thats a tie rod end going into the pitman arm on the drag link.

And if we're really getting technical, its actually the adjuster sleeve thats used to adjust steering wheel placement, not the drag link or tie rod themselves.
