Per the Chiltons:
1. Remove cowl.
2. Reinstallation is the reverse of the previous steps.

I would suggest the OP download the Factory Service Manual before attempting this job, and I think the previous answer may be cryptically alluding to that.

go to poster Cruiser54 website

I also suggest sequential digipics after EVERY item is removed, with the occasional video as you go

You are referring to the plastic cover that surrounds the steering column right? It's just a couple of screws from underneath and then snaps apart.

My bad...sorry...a T15 Torx allen key (on '96) needs to be inserted from underneath..a regular bit is too wide to get up the holes

The best thing I bought was a complete set of Torx screwdrivers. My T15 is very worn from Chevy tail light lenses on my trucks.

If the OP does get tools for this job, its worth knowing that some of the Ignition parts use Security Torx, and cannot be undone with regular Torx

pretty handy to have when you run into the mongrel things, as Security bits also work on the ordinary Torx

I was being a bit facetious. So why do you want to remove the cowl? Are you trying to fix something? X2 on taking pictures as you take apart something complex. They are invaluable when you're putting it back together and wondering "Did this wire go under or over that rod?" and "Where does this leftover washer go?"
