Default starting issue

I have a 99 xj sport with the i6. Every once in a while when I turn the key nothing happens. I have a new starter, battery and a working alternator. It is not wires to the starter they are good, with no breaks or rub through marks. I put a jumper wire to the starter, so when it doesnt start with the key I can jump it out. So that means it is somewhere in the ignition switch or the wires to the ignition switch. So to clarify when the problem is occuring I turn the key like you usually turn it and the engine does not crank, I can let off and keep turning the key to start it and nothing happens. All of the lights stay on as they should the only difference from normal starts is that it doesnt crank the engine. Could this be th ignition switch? Any input would be nice. This happens 1 out of 50 starts about and has nothing to do with weather.

Will it turn over if you wiggle the shifter or if you put it in neutral? Give
that a try. If it works then it sounds like you NSS needs to be cleaned or replaced. Let us know what happens and we can go from there.
Good Luck

So I put in a new ignition switch, no difference and new starter relay, no change. If i wiggle it in neutral it doesnt change anthing either. It seems to only happen when its cold. Again it wont crank and all of the lights work and everything has power. I need suggestions. I can clean the nss but i doubt that is the issue.
