Snorkel with cone filter

I have tried searching if this is possible but cant seem to find much.
Im wanting to improve the throttle but dont like those K&N / AEM set ups because if you are water crossing, too scared its gonna hoover the water up.
Is it possbile to enclose the cone filter with a 2.5" tube to the TB, have the filter inside the factory airbox, seal up the hole in front, then run a snorkel to allow air from above?
That way you can get better throttle response and not have to worry about hydrolocking with the filter???

My thinking is the stock air filter is not a air flow restriction for the most part......the butterfly in the throttle body and the tiny valves in the head are the restriction. The stock air box set-up will provide excellent protection from water in most situations.
