Default Sluggish/weak wipers

I'm not sure if this is a universal issue, but on my '92 Sport, the front wipers always go really slow no matter what setting their on or how wet the glass is and they almost never return all the way down, as you can see below. Brand new wipers, and i just replaced the motor with a remanufactured one. Same issue. They won't even work when I'm driving in heavy snow.

It's not a major issue when it's not snowing, but it's getting old having to push them down every time it rains or i use the washer.

So i'm wondering, is this normal for the '92, or do i have a voltage issue somewhere?
I also tried adjusting the positions of the arms on the shafts, but then they constantly go off the side of the windshield.

Mine does the same thing and so does my brothers '90. I've wondered if there is a way to custom install a more modern motor, maybe fab up some mounts or ???

If you have intermitten wipers, more settings than hi low and off, there is a control box by the sreering column that controls the speed. Mine defaulted to low setting when it went.

Yeah i have the intermitten controls, i'll look for the control panel. Is it next to the fuse box? I'm in class right now and can't check it.

If i remember right, sorry tossed a few back after work, mine was a small black box velcro'd to the side of the steering column but it looked like P.O. did that.

I paid like $60 for that remaned motor it's got now, which is a lot to me considering I'm unemployed, I would rather avoid replacing it lol.
