Question Shifter Problem - NSS vs Lock Cylinder vs ?

Apologies in advance for basically re-posting the same question but I am confused on how I should approach/diagnose my issue. My previous post only garnered one response which I appreciated but it also has me asking more questions than ever about the cause.

The issue is that my shifter moves freely through all gears regardless of key presence, key position or depressing brake pedal. I have read many posts and searched for information but still have this question - is this condition caused by lack of electrical contact/signal from ignition lock cylinder or is it the NSS and lack of either mechanical or electrical connectivity? How do I diagnose this without buying a bunch of parts and throwing them at the symptom?

I have lots of experience working on cars/trucks but am new to the Cherokee. Have read about removing and cleaning the NSS, adjusting the transmission shift cable, adjusting the shift interlock cable and many other related things.
