Positive. If the compressor runs while in "vent" you are accomplishing the same thing as "A/C Norm". The compressor should run in "A/C Norm", "A/C Max", "Bi-Lev", and "Defrost". Any other mode the compressor should not turn. The only reason it runs in defrost is for dehumidification. Vent and heat modes do not produce conditioned air.
Start the engine and look to see if the A/C clutch is engaged with the climate control in the "off" position. The front of the pulley should remain stationary while the belt around it turns. If the front of the pulley is turning with the climate control off, the clutch is ceased. You can try smacking it with a rubber mallet but most likely you will need a new A/C clutch.

It sounds like it has been running for sometime,if you want to check just run your engine for a bit a check the inlet and outlet,the suction should be cold and the discharge hot,careful it is hot. If it is just, close the the suction valve and it will not pump the cold stuff. If you determine it is froze up,replace the comp.
Someone earlier said to unplug the power to it,did you?it is possible it is shorted and supplying power at all times.
