For a 95, I think the fuel pressure spec is 31. If your pressure is that high, you might have a ruptured fuel pressure regulator. Pull the vacuum line leading to it and if there is raw fuel in it, the FPR is toast.
In my opinion ACCEL coils aren't a good choice for the 4.0. The engine doesn't need anything more than a stock OEM style coil. Accel coils work fine when new, but the problem is that they don't have good reliability. They fail early very often. Search and you'll find threads on this. I will not install or recommend them.

Engine: 4.0, new lifters valve job with new springs and exhaust valves, preload set with shims
Fuel pressure gauge? Got spark and fuel? basics. For someone who rebuilt their own engine, surprising you can't narrow down a stall no start problem more than that.
