Running too cool

Well its 50* here so thats not my prob. Replaced coolant temp sensor. Still same thing. It gets up to 210. Should the fan kick on then? The tstat is mechanical. The sensor electrical. When should the fan kick on? I know its when the temp sensor tells it to, but when is that? I will check ground too.
Why does the fan come on when i unplug temp sensor?
If i heat the temp sensor w a hair dryer while it runs, that def should get it to kick fan on shouldn't it?

dont think the fan kicks on till 218 had the same problem with temp after new water pump t-stat and two core radiator. im gonna block off some of my rad to get the temp up, after i fix the tail light and flat i got in the woods last weekend!
