Yep. It can probably be peeled off with some help from a heat gun. I just did that with my 96. Took maybe all of 20 minutes. There was clean paint underneath. If it's the same as what I peeled off, forget blending and matching it. It's actually a plastic film with an adhesive. It's not going to sand well and nothing is going to adhere to it very well. You'll have a mess.
If you want the same look, peel it off and coat it with something new.

And if it is Plasti-Dip as Dave suggested, a spray of WD-40 or other similar spray will start to dissolve it. Just ask my old Fiesta painted in the stuff.

The heat gun was easy. I just kept it about 6 inches away. Otherwise it melted the stuff.
