You can't adjust the TPS on a '96. It should read > 200 millivolts with the throttle closed and < 4.8 fully open reading off the center and ground terminals with the TPS connected.

I'm glad it's the wrong thread bc the one that was for is pissing me off and someone saying adjust the TPS on a '96 almost sent me over the edge. Lol. I need to log off.

Ok so did you ohm out your tps? Use a mm set to resistance and slowly move the tps through its range. It shows bad spots much more accurately then just using the volt test. Also I have found that adjusting it forward or back just .1 volts makes a big difference. Other then that the map sensor will make it run pretty rough. Check the lunghd link I posted earlier. It will take you through sensor diagnostics.

thanks, tomorrow im goin to poke around with a MM and see what i find. i know how to test a TPS with a graphing MM, but unfortually i dont have access to one anymore

So I hooked up a MM to the TPS set the idle to .08. Started her up and it idled at about 3000rpms. I checked it again and noticed it was reading 3.8 at WOT. That seems a little low to me. I'm thinking it might be the TPS.

What should WOT be at? Is 3.8 too low

That shouldn't really affect idle. Move it up .1 and down .1 and see what happens.
