True,but now after cleaning his IAC it won't idle or is idling too low.

Just replace the IAC motor, cleaning it is never a long term fix, as you just found out.

My dad insists on checking the timing an adjusting it, will this have anything to do with my rough idle?

No. And it's not adjustable anyway.
