new problem to fix for the inspection. my right blinker works, when the head lights are not on. but turn them on, and it no worky.
1. all flashers work fine without headlights on, except the forward facing passenger side light is a little dimmer than the drivers side
2. turn the headlights on, right side flash does not work at all, even emergency flashers.
3. drivers side front signals flash simultaneously when headlights are off, but they alternate when headlights are on.
4. when headlights are on, right arrow in the gauge cluster stays on.
i figure it is something with the wiring, but i have no idea where to start. any ideas are more than welcome, as always.

I'm a little confused, in #3 you say that the driver's side signal (front) flashes simultaneously. Simultaneously with what? The rear flasher?
I would start with the front passenger side bulb and check that socket. I learned recently that it's a dual-filament bulb that acts as both a running light and a turn indicator so the socket is not only tied to the flasher network but also to your headlight switch. This is in contrast to the rear turn indicators which are not tied to the headlight switch.
Besides this, I would definitely take the advice of Cruiser and perform tip #3 and, if you haven't already, tip #1 (Ground Refresh). Either or both of those could be causing the issue you're experiencing. You could also try swapping the flasher relay with the hazard relay for the purpose of troubleshooting but I suspect your problem lies elsewhere.

I plan on going through all the plugs and ground and 'refreshing' thrm this evening. Gonna try to get to the NSS as well, referring to my back up light post.

That's how they're supposed to work in 1990.
Start poking around the passenger side turn signal bulb/socket.
just went to check on the grounds that connect to dipstick stud, they are good. just wiped a little oil off of them, but nice underneath. then i decided to check the studs on the coil like in your tip #4. they were just fine, but i looked at the connectors right below it. is there a wire missing in the one on the left, or is it just supposed to be one?
and I'm guessing this plug goes to a sensor? looks like it runs to the fan motor for ac.
I'm sure y'all are just loving my issues haha. I'm not. fixing to pull passengers side running light fixture to inspect socket. so far, cleaning that other connector did not help. i also keep having the issue of the battery running so low, I'm gonna have to jump start it again. had to yesterday as well.
gonna swing by pnp tomorrow on my way home to see if i can grab one. can't find one that will be here in a timely manner. wanna get this thing inspected first thing next week. i hear a little exhaust leak up front, sounds like right after exhaust manifold. hopefully they won't say anything.
So Cruiser, in '90 both the front facing lights (under headlights) and the corner markers (beside headlights) flash with the turn indicators/hazards? That was a change from the '89 model.
