For my 90:
With AC and power steering, and 7 pulleys. Just loosen the belt via the power steering, remove the idler pulley with the one bolt. Bolt the new one in.
I don't know if your 94 tensioner is the PS pump or somewhere else though.

Sounds like the lock-nut littlethunder points out could be your problem.

i have the new pulley on already...my problem is i cant get the belt loose enough to put it back on so i was trying to find out what i needed to loosen up...i think i have the idea now and hopefully ill have it running first thing in the morning

Loosen the nut under the pulley, bolt above pulley and to the right a little, at the back of the PS pump, look down between the 2 fuel lines and theres a bolt to loosen and down below that one about 3" is another bolt. Its easier to get at everything if you take the airbox out. It's only three bolts and a couple hoses.

Ok I got the belt on but broke the tensioner bolt in the process. The belt seems pretty tight for now. Do I need to replace the whole bracket or just the tensioner bolt?

#%$#! Bummer. Tough to tell from here. If my adjuster bolt was seized so bad that I couldn't get,(the remainder), out I'd check my local wreckers. Hope the belt's not too tight! I have a good inch of up and down on that top span. Too much but that's me, I think you are looking for about 1/2 that.

I'm guessing I just loosen the bolt on the tensioner all the way and the bolt along with the part it goes through should come out???

Anyone ever had to do this

I don't know/remember. The barrel deal that the tensioner bolt threads into is likely free on the locking bolt. Weather THAT bolt is pressed onto the bracket or just has a key type deal I don't know. If you back the locking nut way back you should be able to tell. Or maybe find a pic of the bracket/parts diagram.

I might just remove the three bolts and lower nut and pull the pump aside.
