No, you're rig should not shake on the highway at 70mph. Obviously something isn't right and should be addressed.

The RE kits are a great choice. Yes there are less expensive kits available, but only you can decide what brands are worth purchasing.

Wheels can be a real bear to decide on. Steel wheels cost less, alloy wheels weigh a lot less.

RE Monotubes are a good shock, Bilsteins are a step up.

Interesting thread...
VTjeep has some excellent points, I can only speak from my experience as I currently have pretty much the same setup you are looking for and it sounds like I had the same goal in mind as far as what my XJ would be doing... mostly getting to the good fishing and medium to slightly difficult wheelin here in CO.
I went with the Rubicon Express (RE) 3.5" kit, 31x10.5x15 BFG's on 15x8.0 rims, w/ JKS disconnects and brake line extenders.
Worked out awesome until... road trip on the highway! Driveline vibration, not real bad until about 65mph upward, then obviously got worse the faster I went.
Long story short, get a CV driveshaft & SYE, Tom woods driveshaft is good but I would not recommend their SYE... had issues w/ mine, switch to Advance Adapters kit, issue solved.
I was told I "shouldn't need to worry about vibration (driveline) with just 3.5" but I certainly did... just fair warning.
I haven't had to cut or modify anything else, and I might add that some lift kits say to "unbolt & straighten the metal front brake line" to eliminate the need for extended brake lines. With sway bars disconnected, this will not be enough... save yourself the aggravation, get extended lines, front and rear.

Oh... also, I went all out to solve my driveline vibration and added a 1" T-case drop (just to be sure). I have since taken it out after the Advance Adapters install and have had no issues return.
I just wanted to mention that is a cheap option for changing driveline angle that is out there if needed.

So someone is thinking about rubicon express, then someone suggests a budget lift instead? Wow.

To some people it's not about just getting extra clearance..some care about the quality of components on there rigs..half assing it with big dumb spacers and keeping stock arms isn't what I'd recommend.

I've owned and built 3 different xjs an learned a lot from each.

To the OP.
If you want a nice 3 inch lift, and want to keep it comfortable I suggest the following:

2" Old Man Emu Leaf springs (medium load).
1" extended shackle
3 inch coils (rustys, old man emu)
Bilstein 5100s
Some sort of upgraded lower arms..if its mostly a street rig just go for some RE super rides.
Use YJ brake lines
Run some 31x1050 duratracs or bfg ats

thank you guys i really got many things clarified know i think i am going with the re kit since i want something that has a high quality and comfort without all of the hassle i may face with some other cheap alternatives i think paying something big once is better than always fixing that cheap setup you went with.
i am getting the lift soon repairing the rust that the car has and getting a desert tan sand job if the price is right.
i will start with the lift kit and then see if i will need those other stuff.
one last thing would it rub or not if you go with the 31x10.5

Let me clear the air I was giving an option to the high dollar lifts that everyone says you have to buy. You said yourself you don't care to go offroading much that's the only reason I offered the alternative route, had you not made that comment I would have never chimed in with my post.

The CHEAP setup I went with has over 25,000 miles on it and has been wheeled hard on many occasions with zero parts needing replacement. It also rides as good as it did stock. Good luck with your build Bro. Don't forget to make a build thread with lots of pics so everyone can follow.

31s will fit fine.
Beware that the re kit will sit around an inch higher than what's advertised.
For the price I would strongly consider the parts I recommended earlier
