looks like you will be replacing the Crankshaft Position Sensor, or at least checking the connector for it.

One engine management sensor not mentioned here, and it HATES water.
The "throttle position sensor". There are many, many threads of water crossings resulting in no-starts, related to the TPS.
They can be tested and if necessary, aren't expensive to replace. $40 - $60.
Don't ignore this sensor.

Id say the computer is shot. if it's not getting spark and the airbox had water in it, more then likely water got into the compter. they are in the same spot and it controls spark/ignition/fuel. The TPS, and CPS can be measured with a multimeter to see if they are in specifications. just my thoughts.

When i was a tuner i had a 02 lancer and was cought in a bad rain storm and did the samething happen of course my intake sat about 4 inches off the ground the car died water in the intake but it did turn over so no hydro lock just put the petal to the floor and turned the key and held it like that till it kept running it will eventuly clear out all the water in the intake it spat and sputtered and did somethings that ive never heard but it started and ran till the day i got rid of it about 4 years later owned it for 7 years

Just saw this thread again. It's been a long time but I figured out the problem.. After replacing cap, rotor, wires, and plugs. I found a wire that had its housing melted off and was grounding to the block. One zip tie and some electrical tape solved everything runs like a best again. Thanks for all the help. Sorry it's been so long I have been on a ship roaming around the world lol
